Melbourne Police Department Honors Officers, Employees for Outstanding Performance During Annual Awards Ceremony

Jordan Wilson honored as MPD Officer of the Year, Andy Moscrip is Employee of the Year

The Melbourne Police Department hosted its annual awards ceremony to recognize and celebrate police officers, communications officers, and civilian employees for their outstanding performance, dedication, courage, and professionalism in 2023. BREVARD COUNTY • MELBOURNE, FLORIDA – The Melbourne Police Department hosted its annual awards ceremony to recognize and celebrate police officers, communications officers, and civilian employees for their outstanding performance, dedication, courage, and professionalism in 2023.

Within these groups, the department also distinguished officers and employees who stood out among even these exceptional honorees.

The 2023 winners of these prestigious awards are as follows:

Officer of the Year – Jordan Wilson

Officer Jordan Wilson was recognized for his part in the arrests of multiple burglary suspects, the arrest of a violent felon during a domestic disturbance call, the arrest of two convicted felons during a road rage incident that escalated into a shooting, and the arrest of an armed subject during a traffic stop.

He was also instrumental in locating the vehicle of the suspect who had fled the scene of a homicide that occurred at Spessard Holland Park.

Officer Wilson recently became a Field Training Officer and is a member of the SWAT team. He is a four-year veteran of the Melbourne Police Department.

He has received four Unit Meritorious Unit Awards, three Honorable Service Awards, an Exceptional Duty Bar, and was recognized as the Officer of the Quarter in 2023.

Employee of the Year – Andy Moscrip

Andy Moscrip has been with the Melbourne Police Department for eight years and works in the Support Services Division where he handles all matters related to the vehicle fleet and associated equipment. (MPD image)

Andy Moscrip has been with the Melbourne Police Department for eight years and works in the Support Services Division where he handles all matters related to the vehicle fleet and associated equipment.

He was recognized for consistently demonstrating an exemplary work ethic, a passion for his job, and attention to detail.

He is often called upon for various specialized tasks outside of his day-to-day responsibilities, and he goes above and beyond regularly. One example of Moscrip’s dedication was his coordination of the transition of the Panasonic video system to the installation of the Axon Fleet 3 System into all patrol vehicles.

Axon representatives said that due to Moscrip’s efforts, this conversion was one of the smoothest and easiest installation processes they had experienced in the country.

Communications Officer of the Year – Robert Evenson

A 21-year veteran of the Melbourne Police Department Communications Center, Robert Evenson is also a member of the Incident Dispatch Team, serves as a Communications Training Officer, and is a shift supervisor. (MPD image)

In 2023, Robert Evenson was instrumental in the design of the Melbourne Police Department’s new CAD system. He was also recognized for taking on the responsibility of managing the hiring process in the Communications Center.

In 2023, he efficiently coordinated applicants, conducted testing, and streamlined the interview process to quickly move more applicants through the hiring process. Evenson received an Exceptional Duty Award for his teamwork during a search for an endangered missing person.

A 21-year veteran of the Melbourne Police Department Communications Center, Evenson is also a member of the Incident Dispatch Team, serves as a Communications Training Officer, and is a shift supervisor.

He is a consummate professional and is always compassionate with callers under stressful circumstances. He is driven by a sincere desire to help his coworkers, and he serves the citizens of Melbourne with excellence.

Detective of the Year – Edwin Carlson

Detective Carlson has served in the Police Department for nine years and has been a General Crimes Detective since 2020.

He received an Exceptional Duty Bar for his role in the response to an armed/suicidal incident where he was instrumental in engaging the suspect and maintaining dialogue until the incident concluded. He was awarded an additional Exceptional Duty Award for a lengthy in-depth investigation that led to the arrest of a serial child abuser.

Detective Carlson consistently carries a heavy caseload, is a team player, and is always positive.

Field Training Officer of the Year – Skyler Philbin

In 2023, Field Training Officer Philbin was awarded two Unit Meritorious Performance Awards for his role in a burglary arrest and an arrest of a violent felon.

He received an Exceptional Duty Award for his response during the downtown Melbourne shooting and an Honorable Service Award for an investigation into the theft of city-owned property.

Field Training Officer Philbin exhibits tremendous leadership when training new officers, and he displays a level of patience and maturity needed to help new officers learn their new profession.

He has served with the Melbourne Police Department for five years and has been a Field Training Officer since 2022.

Supervisor of the Year – Nancy Chapman

Sgt. Nancy Chapman, right, was recognized for finding a solution to a challenging technological issue with the MPD’s juvenile fingerprint system, for organizing training records and processes, and for updating policies and procedures. (MPD image)

Sgt. Chapman was recognized for finding a solution to a challenging technological issue with the MPD’s juvenile fingerprint system, for organizing training records and processes, and for updating policies and procedures.

Sgt. Chapman and her team also developed an outstanding curriculum for annual in-service training, and she received an Honorable Service Award for her diligent work, knowledge, and professionalism portrayed during the Department’s Mock Accreditation Assessment. Sgt.

Chapman has served with the Melbourne Police Department for 13 years and has been a sergeant since 2021.

She made an immediate impact upon being assigned to the Training Unit, and she continues to make changes, provide sound guidance, and elevate training programs that are critical to the safety of all sworn officers.
